Managing student behaviour and discipline
Principals are responsible for school discipline. Teach positive behaviour clearly, enforce it consistently, and use preventative and progressive discipline.
Do this now
- Step 1: Teach positive behaviour explicitly, and enforce it consistently.
- Step 2: Provide behavioural support for students who need it.
- Step 3: Run anti-bullying programmes.
- Step 4: Develop a progressive discipline policy and use it.
- Step 5: Model and reinforce positive behaviour and ethical conduct yourself.
- Step 6: Student Support Services works with parents, teachers and guidance counsellors on students’ behavioural needs. See A student needs extra support.
If you are a school leader
The Education Regulations make you responsible for school discipline. You must keep discipline throughout the school at all times (regulations 17 and 18).
In a secondary school, your deputy principal advises and helps you with student discipline (regulation 19).
If you are an education officer
Leadership Standard 2 asks educational leaders to promote positive student behaviour and preventative, progressive discipline. Support principals to put this into practice across your schools.

The guides do not yet include a procedure for suspending or excluding a student.
